What does cash and voucher assistance look like, particularly in emergency and crisis contexts?

With elements of cash and voucher assistance often being built on assumptions rather than on evidence, CARE has identified the need to draw on the voices of women, girls, men, and boys in order to respond to this question. CARE is committed to ensuring that cash and voucher assistance projects are focused on women and girls, addressing their needs, challenges, and opportunities.

CARE’s research on its cash and voucher assistance programming identified six critical recommendations.

Cash and voucher assistance that works for women is:

  • Sensitive to women and girls’ needs
  • Not only designed for them, but most importantly, with them
  • Based on robust analysis
  • Designed to sustainably transform roles and relations
  • Designed to increase their ability to manage their finances in the long term
  • Designed to protect them

In 2024, CARE and our partners reached 3.57M people via cash and voucher assistance.

In 2024, CARE transferred $136.7M directly to participants.
