Emma Naylor-Ngugi

Emma Naylor-Ngugi is CARE USA’s Regional Director for East, Central and Southern Africa, a region which includes 15 CARE country programmes.  Emma has worked in this role since joining CARE in 2010.

Emma has lived and worked in the region for more than 20 years, with a particular interest in humanitarian work in dryland areas and in advocacy and campaigning.  Before joining CARE, Emma was the Children’s Investment Fund Foundation’s Africa Portfolio Manager. Notably, Emma also served as Oxfam Great Britain’s Country Director in Uganda, leading civil society representation on the conflict in the North of Uganda as far as the United Nations Security Council.  She also worked as Oxfam GB’s Regional Programme Manager for Campaigns and Programme Quality.  Emma’s other postings include the Democratic Republic of Congo and Brazil.

Emma is a graduate of Trinity Hall, Cambridge University in the UK, and home is Nairobi, Kenya
