How a chatbot supports women and girls in Poland

CARE Poland—in collaboration with local partner Feminoteka—has launched a chatbot on WhatsApp to provide people in Poland with 24-hour access to vital information on identifying gender-based violence (GBV), legal rights for refugees, and health services for women and girls.

CARE has been working in Poland since 2022, responding to the war in Ukraine by supporting the resulting refugee population. Of the nearly one million Ukrainian refugees in Poland, 85% are women and 50% are children. Working through local partners, CARE saw that vulnerable populations in Poland were facing gender-based violence (GBV) and needed access to support and information around the clock.

TL;DR?

  • The Feminoteka Foundation, with support from CARE Poland, built an automated chatbot using Turn.io’s platform to support local and refugee populations experiencing gender-based violence in Poland.
  • CARE launched the chatbot, “Viktoria” on April 17, 2024 and launched an ad campaign from April to May of 2024 to promote the chatbot’s visibility, reaching over 80,000 people.
  • Viktoria is accessible in both Polish and Ukrainian and has facilitated 120 conversations. CARE expects the user base to grow steadily as trust and credibility of the platform expands.
Viktoria allows users to choose between Polish and Ukrainian as their preferred language of interaction.

Chatbot Viktoria is an automated chat service designed to assist women and girls via WhatsApp, built using Turn.io. The tool aims to help local and refugee populations experiencing gender-based violence by sharing information about helplines and referrals available in Poland.

CARE has previously developed WhatsApp chatbots to promote early childhood immunization in Bangladesh and Nigeria, to raise awareness of healthy nutrition in Ghana, and to support staff during the humanitarian emergency Afghanistan. This technological solution is now available in Poland so that all people, from migrants and refugees to local women and girls, can get the assistance they need.

Viktoria is currently available in two languages: Polish and Ukrainian, with the majority (80%) of chatbot users accessing resources in Polish. So far, conversation lengths have been around 2-3 messages per user. You can interact with Viktoria what sending a WhatsApp message to +48 602 882 844, scanning the QR code below, or clicking here to open WhatsApp on a browser.

Viktoria was promoted through a media campaign, paid ads on Facebook and Instagram, and engagement with 20 Ukrainian influencers. Feminoteka launched social media ads in both Polish and Ukrainian from April to May 2024, reaching 81,700 unique individuals in Poland.

To reach women throughout Poland, including those living in rural regions, the media campaign also invested in local outlets. Communication efforts to promote Viktoria through TV, radio, podcasts, and press resulted in over 700 media hits across channels – reaching 2.5 million people.

Why a chatbot?

CARE has partnered with Feminoteka since 2022, primarily supporting gender-based violence phone helplines. Since the onset of the war in Ukraine, CARE noticed that every fifth phone call coming to the helplines were from Ukrainian or migrant women seeking support.

While Feminoteka’s helplines run from six to eight hours depending on the day, the problems troubling women and girls in the community do not abide by any schedule. Viktoria enables CARE and Feminoteka to provide support around the clock, even when helplines are not running.

Agata Ners, advocacy and communications manager for CARE Poland, said that another benefit of this tech solution is, “the chatbot allows us to provide anonymous and non-judgmental assistance.” She emphasized that Viktoria creates a safe space for anyone, especially women and girls, to get reliable information on sensitive topics like GBV. WhatsApp’s end-to-end encryption keeps information protected and the chatbot collects no identifying information.

What’s next?

CARE and Feminoteka are currently focused on outreach and promotion of the chatbot. “We know that women who experience violence are an especially vulnerable group and building trust with them takes time,” noted Marta, project coordinator at Feminoteka.

“We saw [a similar pattern] when we launched our first, Polish helpline years ago and when we launched our Ukrainian/Russian helpline after the Russian invasion on Ukraine escalated. In the second case, we can see a significant incline in the number of calls only now – after two years of work.”

The team hopes to translate Viktoria to English to expand accessibility to the chatbot and the populations who can benefit from it.
